JKPD 2010

Salam Satu Malaysia !

Rombakkan besar-besaran telah saya lakukan pada tahun 2010 untuk memantapkan JKPD Johor Bahru. Kali ini pemilihan ahli jawatankuasa dibuat berdasarkan kriteria yang dicadangkan oleh pihak ibu-pejabat.(sebagaimana yang termaktub dalam Perintah Tetap Ketua Pengarah ) Muka-muka baru yang dilantik adalah dikalangan mereka yang berpengalaman mengerakkan masyarakat sivil di dalam pelbagai program kemasyarakatan sekitar daerah Johor Bahru. Ahli Majlis Daerah, Ketua-ketua Wanita Pertubuhan Politik,Kelab Media adalah antara pihak-pihak yang telah dilibatkan. Saya percaya JKPD Johor Bahru akan mengorak langkah untuk lebih proaktif merealisasikan program-program yang akan membantu pihak agensi. Kepercayaan ini adalah berdasarkan pengalaman saya yang luas di dalam kerja-kerja pencegahan dan pemulihan di daerah ini. JKPD Johor Bahru juga amat berbangga kerana AADK Johor Bahru diterajui oleh seorang pegawai yang cukup 'matang ' dan mampu berkomunikasi dengan baik dengan masyarakat khususnya pemimpin-pemimpin Ngo dan organisasi-organisasi lain yang berkaitan dengan kerja-kerja pencegahan dan pemulihan.Syabas kepada pihak Ibu-pejabat yang telah memilih untuk menempatkan pegawai ini di sini.

Inially JKPD was created to help The Anti-Drugs Agency Officers working in the District Anti-Drugs Office to plan and implement rehabilitation programs in the district concerned invoving recovering addicts and their families. The committee is special and powerful committee approved by the DG of the National Anti-Drugs Agency of Malaysia. But the selection is done by the Chief of the Anti-Drugs Agency Officer of the respective district after discussing with the relevant people.In my observation, many a times the selection is done in a haphazard way usually last minute selection. That is why sometimes the JKPD committee could not function in a execellent manner. Instead, of the committee coming up with the planning of programs, the committee just wait for the Rehabilitaion Officers to come up with the planning of programs. It should be the JKPD committe of the district coming up with the year around plan of rehabilitation programs for the recovering addicts and their families. The committee must do networking with the smart and strategic partners of the district and come up with good rehabilitation programs for the clients and their families. Later the programs must be approved by the chief of the Anti-Drugs Officer of the district. From my experience, I noticed that some of the JKPD members just wants to join this committee for name sake only and for their personal agenda. Actually these members should have some basics on the helping relationships, a little bit of knowledge on the treatment and rehabilitation of drug addicts and a bit of characteristics of good volunterism. Otherwise the chief will have a hard time training them and eventually become burnout. To make matters worse I see the JKPDs are very interested in doing prevention programs rather than rehab programs. I don't blame them cause the instruction came from the top during one of the seminars for the JKPDs.Come on lah stick to the original policy! as why the JKPD was formed in the first place. - TO HELP THE OFFICER TO DO REHAB PROGRAMS INVOLVING THE RECOVERING ADDICTS AND THEIR FAMILIES IN THE DISTRICT. Rehab programs itself is already too much for them as we all know it is not that easy to rehabilitate a drug addict moreover a hardcore addict is even worse.

  2. Thank you sir for you comment.I agree with you that JKPD must stick to its original mission that is rehab programmes only. In the recent years AADK wanted us to also focus on prevention programmes. 2010 will be a challenging year for JKPD due to the budget cut for all prevention and rehabilitation programmes.Last year at the very last minute two of our major programmes were cancelled due to lack of fund from AADK. I remember organising small scale events without a single cent from AADK.This year i need to crack my head to look for smart-partnership programmes to avoid my programmes cancelled like before.

  3. Mr Kalki,I know you, as the Chairman of JKPD,of National Anti-Drugs Agency Johor Bahru District is having a hard time struggling with your team. But I am pretty sure you can do it. With your experience, knowledge and your networking I am sure you will make the year 2010 a beautiful year full of programs for National Anti-Drugs Agency in JB district. I am there with my team to give you and your team a helping hand. Together we help to implement programs for NADA JB. Lets work with the NGOs in JB District who are interested in drugs problems, Then we go to the relevant government agencies.
